Our Mission
LeMesurier is taking the lead in creating a comprehensive framework to monitor and measure the effectiveness of the 2ZERO partnership towards its sustainable road transport research and innovation goals. This framework assesses the achievement of Key Performance Indicators (KPIs) outlined in the Strategic Research and Innovation Agenda (SRIA) and quantifies the impact of the partnership’s project, identifying those that directly contribute to the compounds’ KPIs and extracting key products, outcomes, and concrete results. The project actively shares its findings with a diverse audience, including stakeholders within the road transport sector, policymakers across member states, and the general public. In addition, LeMesurier will provide recommendations and methods for further evaluation and analysis.
Impact
As a Horizon Europe project, LeMesurier will advance research and innovation to reach the EU’s objectives and policies, like the ones outlined in the European Green Deal regarding road transport, including the Fit for 55 package. Specifically, the project contributes to Horizon Europe Cluster 5: Climate, Energy and Mobility.
LeMesurier research and innovation efforts support several United Nations Sustainable Development Goals (SDGs).
Our Objectives

Define a framework to assess 2ZERO’s progress towards its objectives by analysing its project’s contributions to the partnership based on all identified KPIs

ASSESSMENT METHODS
To measure the effectiveness of the 2ZERO Partnership, LeMesurier has developed a methodology that measures both Direct and Compound KPIs, tracking progress toward the objectives defined in the 2ZERO SRIA.
Direct KPIs
Quantifying impact through collaboration and project insights
The assessment of Direct KPIs focuses on tracking progress in areas such as carbon-neutral road transport, technological innovation, job creation, competitiveness and overall quality of life for European citizens.

Projects’ analysis
LeMesurier analyses both completed and ongoing 2ZERO projects’ contributions to the Parnetship’s objectives through:
- Questionnaires: Aimed at providing a comprehensive understanding of the how the projects are contributing the 2ZERO objectives.
- Deep-dive project studies: A qualitative approach that traces the impact pathway from project outputs to outcomes and long-term effects.
Compound KPIs
Modelling future scenarios with advanced tools
Compound KPIs are more complex and require simulation-based modelling to measure impacts like energy intensity and greenhouse gas emissions. To this end, LeMesurier has established a comprehensive modelling framework using three complementary vehicle parc models:
These models allow us to simulate various future mobility scenarios between 2025 and 2035 based on a 2019/2020 baseline. To feed these models, three scenarios are contemplated:
- Existing model input data available from the 2ZERO projects
- Projects’ Digital Twins, which can be used to derive the necessary inputs.
- LeMesurier Digital Twin, developed when data is not available to ensure consistent, comparable results across projects.
